Book 4
A Quarter of the Land Tax Remitted
How much he cared for the happiness and prosperity of everyone may be seen from a single example, one of very great and general benefit, which is still remembered with gratitude. He remitted a quarter of the yearly tax paid on land and gave it back to the owners of the soil. So if we reckon up this yearly reduction, we will find that those who worked the land enjoyed their harvest free of tax every fourth year. This privilege was established by law and secured for the future. So it has caused the emperor’s generosity to be remembered forever, not only by the generation then living but by their children and descendants.
