Book 2
Christian Governors, and No Sacrifice by Pagan Officials
After this the emperor went on to deal with matters of great importance. First, he sent governors to the various provinces, most of them men devoted to the saving faith; and if any seemed inclined to hold to pagan worship, he forbade them to offer sacrifice. This law also applied to those who stood above the provincial governors in rank and dignity, and even to those who held the highest post of all, the authority of the praetorian prefecture. If they were Christians, they were free to act in keeping with their profession; if not, the law required them to keep away from sacrifices to idols.
